CARMEL RANCHO AREA, Monterey County — October 28, 2026. A housing project in the Carmel Rio Road corridor reached a significant county decision earlier this year. The California State Clearinghouse records a Monterey County Housing & Community Development approval on April 29, 2026 for the Carmel Rio Road LLC development, with the state’s environmental Notice of Determination posted May 14. The plans describe construction of 59 detached houses and 15 townhomes on a 12.5-acre site.

How many homes are proposed?

The project’s Combined Development Permit and Vesting Tentative Map would subdivide four existing parcels into 60 residential lots and five additional open-space or street parcels. The building program includes 59 single-family dwellings with planned sizes generally between 2,790 and 3,930 square feet, plus 15 townhomes of approximately 1,026 square feet each. The home counts reflect distinct building types; the 60 residential lots are not a second batch of 60 additional homes.

What environmental issues were considered?

Because portions of the proposal involve the Carmel Valley floodplain and slopes steeper than 25%, the application sought specific land-use permits. The state’s determination says a Mitigated Negative Declaration was prepared and mitigation measures and a monitoring plan were adopted. These are regulatory decisions, not assurances that development has no impact or that any particular property will be flood-safe.

Does approval mean construction is finished?

No. The April decision and May state filing establish approval-stage milestones; they do not verify a building start, permit issuance for each dwelling, final occupancy or sale prices in October. Before relying on advertisements for available homes, prospective buyers should verify approved final maps, individual building permits, utilities, financing and the developer’s current schedule.

Why should nearby residents follow the project?

The Carmel Rancho and Rio Road area provides access to shopping, schools, the Carmel River corridor and main routes serving the Monterey Peninsula. Residents may want to monitor traffic, drainage, construction access, open-space treatment and floodplain mitigation as the project advances.
